This provision makes it a crime for someone acting under color of law to willfully deprive a person of a right or privilege protected by the Constitution or laws of the United States. It is not necessary that the offense be motivated by racial bias or by any other animus. Not one single Law Maker or Judge has even stepped forward to stop any of this. WHY? Because they are in power and control the very Military you are so enamored with. Aside from the fact that you are advocating that the USA should be under a Military Junta. Which is not only nonsense. It is a down right dangerous idea for a free Republic to succumb to. And the most compelling reason that you are either ignorant of basic human history.
