I think the FOX News anchor in incorrect. I think she was told that China is not fulfilling orders for medical supplies. That is believable. Their government could stop shipping containers via customs at the docks. The freight ships typically have containers from hundreds of customers that have contracted the freight company to ship a container or multiple containers. The Chinese navy would need to force the cargo ship back to port (piracy).
Either way you should assume that what is within our borders is all there is in regard to medical supplies. My part time job is in retail. The deliveries of masks are gone in one to two days if they are junky dust masks. Respirators with valves are gone in a day and these almost never come in anymore. The last arrival was 4 packs. We still have gloves and vitamin C for now.
