The eagle isnt upside down. If you type in any search engine and look for pictures of the oval office ceiling, you will see its the correct orientation….
If you zoom right you see the whole picture. Its of Obama sitting at a desk in the oval office. The eagle is part of the oval office ceiling. It is positioned so that the president sees it right side up.
