Donald Trump has other burning problems on his mind, but sooner or later, the expanding economic ties between China and Israel will inevitably attract the American president’s attention as well. The current administration’s paranoia about China’s moves around the world and fear over losing the trade war to Beijing have pushed events in East Asia to the top of Washington’s agenda.

Two months ago, Haaretz reported that, at a conference with their Israeli counterparts, retired American admirals warned that Washington was simply astonished at Israel’s decision to award major infrastructure projects, including the construction of a civilian port in Haifa, to Chinese companies. Somebody even suggested that the U.S. Sixth Fleet might steer clear of the Israel Navy base in Haifa because of the Chinese involvement in building a civilian port there.

Based on conversations with ministers and other top officials, it now turns out that the Israelis were amazed at the intensity of their American counterparts’ ire on the matter. “They blew up at us,” said one of the Israelis who attended the meetings.

The Americans asked Israel for guarantees that China wouldn’t be able to take advantage of projects in Israel to improve its strategic standing and its intelligence capabilities. “Shaul Horev dropped a bombshell, but hardly anyone noticed. Horev, an Israel Defense Forces reservist brigadier general who has served, among other posts, as the navy chief of staff and chairman of the Atomic Energy Commission, is currently director of the Research Center for Maritime Policy and Strategy at the University of Haifa. At the end of August, the center held a conference, to which participants from the United States were invited, to examine security issues relating to Israel and the Mediterranean region.

In an interview with the religious-Zionist media outlet Arutz Sheva, Prof. Horev noted that one topic that came up at the event was Chinese investments in Mediterranean ports, and in Israel in particular. Pointing out that a Chinese company will soon start operating Haifa Port …

“When China acquires ports,” Horev said, “it does so under the guise of maintaining a trade route from the Indian Ocean via the Suez Canal to Europe, such as the port of Piraeus in Greece. Does an economic horizon like this have a security impact? We are not weighing that possibility sufficiently. One of the senior American figures at the conference raised the question of whether the U.S. Sixth Fleet can see Haifa as a home port. In light of the Chinese takeover, the question is no longer on the agenda.”…

The Haifa conference was held in conjunction with the conservative Washington-based Hudson Institute. Several of the American participants were former senior Pentagon and navy personnel. The remarks of the senior figure Horev quoted were sharper than the polite tone he used. The Americans who were at the conference think Israel lost its mind when it gave the Chinese the keys to Haifa Port. Once China is in the picture, they said, the Israel Navy will not be able to count on maintaining the close relations it has had with the Sixth Fleet.

The Chinese company SIPG won the bid to expand the Haifa Port three and a half years ago. The project is slated to be inaugurated in 2021 and calls for the Chinese company, which also operates the Port of Shanghai, to run the Haifa Port for 25 years. Another Chinese firm won the bid to build a new port at Ashdod. …

The problem lies not only in the implications that ties with the Chinese have for Israel’s relations with the United States, which under the Trump administration is ramping up its rhetoric on China because of the trade wars and tensions in the China Sea.

The civilian port in Haifa abuts the exit route from the adjacent navy base, where the Israeli submarine fleet is stationed (and which, according to foreign media reports, maintains a second-strike capability to launch nuclear missiles). As with Chinese involvement in other huge Israeli infrastructure projects – such as the Mount Carmel tunnels and the light-rail train in Tel Aviv – it seems as though no one involved in the security or diplomatic arenas even stopped to think through the strategic consequences of these moves.

The Home Front Command’s medical department is unique in that it has twin roles. It is responsible for providing medical treatment to all troops in the command, and as well is responsible for preparing all civilian medical centers in the country for emergency scenarios including war.

Earthquake-prone China recently installed an Israeli-made earthquake prediction system which measures the ground 500 times per second, processing it in real-time and alerting control centers to warn civilians when an earthquake is detected. Solomon Adler (or Sol Adler) [Jewish] was born in Britain and became a U.S. citizen in 1936, when he obtained employment in the United States Department of the Treasury. Adler also was a Soviet spy who supplied information to the Silvermaster espionage ring.

This helped the Communists eventually to come to power in China, delivering hundreds of millions of people into their hands.

Adler is referenced in Venona decrypts #14, 14 January 1945, New York to Moscow. His code name in Soviet intelligence and in the Venona papers is “Sachs”, and directly relates to the delivery of information about China.

By 1950, Adler was the subject of a Loyalty of Government Employee investigation. Adler resigned just prior to a decision by the Civil Service Commission and Treasury Department. Thereafter, Adler returned to Britain, and when his passport expired in three years, he was denaturalized and lost his American citizenship.

At some point in the 1950s Adler emigrated to the People’s Republic of China. Adler, Frank Coe, and Sydney Rittenberg worked together in China translating Chairman Mao‘s works into English. He worked for twenty years for the Chinese Communist Party’s Central External Liaison Department, an agency involved in foreign espionage. A photograph shows him with Henshen Chen, a senior Maoist official who had been an intelligence operative in the United States from the late 1930s till 1949. The municipal government of Guangzhou, formerly known as Canton, the most populous city in the province of Guangdong in southern China, is seeking to create a startup ecosystem for companies in very early stages of development and is partnering with a former chief scientist of Israel to help recreate the startup nation’s success locally.

The local authorities are seeking to turn the city into a tech powerhouse and a knowledge-based economy with international influence by 2020, and are stepping up efforts to boost innovation in a variety of sectors, including information technology (IT), biotechnology, new materials and energy. …

As China, the world’s second-largest economy shifts its identity from a manufacturing and labor-intensive economy to a high-end innovative force, Asian giants including Alibaba Group, Hutchison Water Ltd., and Huawei have set up R&D centers, invested in funds and snapped up Israeli startups and companies. Israel sees China as a strategic partner and a key country for economic cooperation and has allocated to the East Asian giant six Israeli trade missions — more than to any other country. …

The new collaboration is an extension of an existing partnership between Gleitman, a group of Israeli entrepreneurs and the Guangzhou Municipal Government, which in 2016 set up the Guangzhou-Israel Sino Bio-industry Investment Fund (GIBF).

The 600 million RMB fund (some $100 million) seeks to invest and promote the establishment of Chinese subsidiaries of Israeli companies that are active in the biomedical field. The Israeli-Chinese subsidiaries, registered and set up in the Guangzhou Development District, have full exclusive rights to the intellectual property of the Israeli parent company and total freedom of operation in China.

The fund’s strategy is to establish Chinese subsidiaries in which the Israeli company holds a majority stake.
