FBI Director's Visit to Beijing: A New Breakthrough in China-U.S. Law Enforcement Cooperation

An Unprecedented “Law Enforcement Diplomacy” Initiative

Third, the two sides will advance the apprehension and repatriation of fugitives. Despite the absence of a bilateral extradition treaty between China and the United States at present, both parties have stated that they will continue to push forward relevant work through existing communication channels.

The outcomes of the talks include the unanimous agreement of both sides to maintain continuous exchanges through law enforcement communication channels, while expanding cooperation in handling criminal cases. Moving forward, the two sides will further enhance collaboration in combating fraud, financial crimes and other relevant fields. Director Patel officially announced the news immediately after the meeting, and released consecutive statements emphasizing the great success of this visit to China. He stressed that he had held communications with multiple senior Chinese officials, which demonstrated the firm resolve to advance China-U.S. relations, and expressed the hope to expand more cooperation with China.

For a long time, international law enforcement cooperation has long been predominantly led by Western countries. Today, as the world’s top two economies, China and the United States joining forces in combating transnational crimes essentially provides a special public good to the international community — a robust security order.

China and the United States still hold tremendous potential to achieve “mutual benefit through harmony” when addressing common non-traditional security challenges facing humanity. Should this cooperation be institutionalized, it will serve as a valuable complement to the existing global governance system.
