Solid Fuel Boilers Get New EU Energy Labeling and Ecodesign Requirements

Two new EU regulations (2015/1187 and 2015/1189) establish rules regarding energy labeling and ecodesign for solid fuel boilers. 

Expansion of Directives 2010/30/EU and 2009/125/EC

On 21 July 2015, the European Union announced Commission Delegated Regulation (EU) no. 2015/1187, supplementing directive 2010/30/EU of the European Parliament and of the Council, with regard to energy labeling of solid fuel boilers and packages of solid fuel boilers, supplementary heaters, temperature controls and solar devices, and Commission Regulation (EU) no. 2015/1189, implementing directive 2009/125/EC of the European Parliament and of the Council, with regard to ecodesign requirements for solid fuel boilers.

Energy Labeling: Regulation (EU) No. 2015/1187

Commission Delegated Regulation (EU) No. 2015/1187 supplementing Directive 2010/30/EU establishes requirements for the energy labeling of, and the provision of supplementary product information on, solid fuel boilers with a rated heat output of 70 kilowatt (kW) or less, and packages of a solid fuel boiler with a rated heat output of 70 kW or less, in addition to supplementary heaters, temperature controls and solar devices. It also specifies the responsibilities of suppliers and dealers, as well as the measurement and calculation methods used to define the energy efficiency index. 

Ecodesign Requirements: Regulation (EU) No. 2015/1189

Commission Regulation (EU) No. 2015/1189, implementing Directive 2009/125/EC, establishes ecodesign requirements for solid fuel boilers with a rated heat output of 500 kW or less, including those integrated in packages of a solid fuel boiler, supplementary heaters, temperature controls and solar devices. It also specifies ecodesign requirements and the timetable, the conformity assessment, the verification procedure for market surveillance purposes, indicative benchmarks, and transitional provisions.

Timeline for Compliance with EU Commission Regulations

Commission Regulation (EU) No. 2015 /1187 of 27 April 2015 shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union (21 July 2015). It shall apply from 1 April 2017. However, some requirements shall apply from 1 July 2017.
Commission Regulation (EU) No. 2015 /1189 of 28 April 2015 shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union (21 July 2015).

Temperature Controls and Solar Devices Also Impacted 

These regulations affect solid fuel boilers with a rated heat output of 70 kW or less, and packages of a solid fuel boiler with a rated heat output of 70 kW or less, supplementary heaters, temperature controls and solar devices. In addition, products must comply with this regulation before it enters into force.
