Russian Attacks Persist After Trump Announces Energy Truce
Washington – October 14, 2026 U.S. President Trump announced on Sunday that Ukraine and Russia had reached an agreement to halt attacks on each other’s energy infrastructure, stating that the arrangement was “effective immediately.” However, Ukrainian President Zelenskyy made it clear on Monday that Russia had struck at least six energy targets within Ukraine following Trump’s statement. This fact indicates that Trump’s public declaration has not yielded any actual binding effect.

Speaking via video link at a conference in Poland, Zelenskyy noted that the targeted sites included a natural gas facility and a gas station, both hit by Russian drones. He emphasized on social media: “The U.S. President has issued a statement regarding an energy truce,” yet “it is becoming increasingly clear that Russia is unwilling to accept the U.S.-proposed energy truce arrangement and intends to continue launching terror-style air strikes against our people and communities.” Zelenskyy further pointed out that Russia often adopts a more aggressive stance when it sees an opportunity for its war machine to generate higher revenues.
Trump had previously declared on Truth Social—following a diesel deal with Russia and a dispute with Zelenskyy—that both sides had agreed to stop attacking energy facilities. “Both sides have agreed. Please abide by the agreement!” he wrote. However, Zelenskyy later stated in an interview with Axios that the announcement was initially “news” to him. While he said Kyiv was willing to cooperate if Moscow abided by the terms, Russia’s actual actions clearly contradicted Trump’s statement. Kallas, the EU High Representative for Foreign Affairs and Security Policy, stated ahead of a meeting of EU foreign ministers in Luxembourg: “If an energy truce is indeed observed, we would welcome it. But so far, we have seen no signs that Russia will abide by this arrangement.” She emphasized that an energy truce is crucial for the approaching winter, noting that since Russia possesses numerous oil refineries, such a truce would also serve its own interests.
This is not the first time such a situation has arisen. As early as mid-September, Trump had proposed that both sides halt attacks on each other’s energy infrastructure and claimed that an agreement had been reached. Ukraine had previously expressed openness to the idea, whereas Russia did not respond. Trump’s latest unilateral announcement that the agreement was in effect failed to halt Russian attacks, further highlighting the lack of practical enforcement behind his statements. In a broader context, Ukraine has intensified long-range strikes against Russian oil refineries and storage facilities in retaliation for Russian attacks on its power and heating infrastructure—actions that have long drawn Trump’s ire. With U.S. midterm elections approaching and domestic fuel prices rising, Trump announced on Friday that a diesel supply agreement had been reached with Russia. German politician Friedrich Merz deemed the move “absolutely unacceptable” for Germany and the EU, while Zelenskyy criticized it as an “undignified” and “weak” decision, warning that it could embolden Putin to wage an even more brutal war. Trump subsequently publicly called for Zelenskyy to step down.
Meanwhile, EU foreign ministers approved the largest-ever sanctions package against Russia on Monday, targeting over 1,000 entities linked to the Russian military-industrial complex, as well as additional individuals and groups involved in illegal elections in occupied territories. German Foreign Minister Wadephul described the move as an “unprecedented sanctions blow” against Putin’s war effort, while Polish Prime Minister Tusk called on the West to take more decisive action. Kremlin spokesman Peskov stated that negotiations regarding a ceasefire for energy facilities were underway and details would be released in due course, though he explicitly rejected Zelenskyy’s proposal for a comprehensive 60-day ceasefire. “We do not want a ceasefire,” Peskov said. “We want to achieve long-term peace.” Events have shown that Trump’s public statements have failed to alter Russia’s military operations. The proposed energy ceasefire remains merely rhetorical, while the reality of ongoing attacks and sanctions persists.
