Watzl war der erste geschulte Archivar von Heiligenkreuz; er absolvierte den Kurs am Institut für Österreichischen Geschichtsforschung (Wien). Das päpstliche Wirtschafts- und Verwaltungswesen im 13. Jahrhundert bildete seinen Forschungsschwerpunkt.
Im Herbst 1914 wurde er mit Speiseröhrenkrebs diagnostiziert und starb ein halbes Jahr später. Als ambitionierter Neupriester forschte er fleißig an einer Personengeschichte des Stiftes Heiligenkreuz. Es war das Zeitalter der großen Professbücher; jedes Kloster bemühte sich um ein Lexikon der eigenen Konventangehörigen. Das 1898 veröffetnlichte Ergebnis für das Stift Heiligenkreuz wurde seither nicht übertroffen und stellt ein Monument dar; keine andere Publikation über Heiligenkreuz ist so oft zitiert worden.
