As attention is now being focused on Tampa Florida due to the Republican National Convention (RNC), the events that surround that convention are playing out to be an all too perfect an opportunity for the individuals involved with the DHS HSEEP program to pass up. You get a first hand look at the planned events that are set to take place up until the year 2014. Combine those scheduled events with the situation that has been made public to a local audience about the Nuclear power plant that is going to be removed from service and shut down due to the cost that would be necessary to repair the cracks in the unit.
Possible scenario they stage a drill and plan a little detonation (of course there is no material in the reactor, but the news won’t tell you that) then put on a little Hollywood show for the cameras, while your actors run a muck. A nice oportunity for a little domestic terrorism thrown in so Tampa will meet the necessary requirements to get a nice grant , and you have your self a full on nuclear disaster. I wonder if there are any oil pockets off the coast there in Tampa? Nice little scam to pull off then purchase the (alleged) contaminated land around the event for cheap.

This plant has been offline since a planned outage in September 2009. From my understanding, during an outage all of the nuclear fuel is removed from the reactor core and stored in a pool of water that normally stores used fuel rods. [This is standard practice according to http://neinuclearnotes.blogspot.com/2012/05/what-happens-during-refueling-outage.html, so the nuclear material is thoroughly and safely contained during the outage.]
After at least a year of being stored this way (around 5 years is more common due to NRC regulations), spent fuel rods are ‘cool’ enough to be stored dry in a giant steel & concrete structure, sealed in with liquid helium to keep them cool. See wikipedia “Dry cask storage” http://en.wikipedia.org/wiki/Dry_cask_storage . This is another possibility, that the rods are in Dry Cask storage and there is virtually NO DANGER of exposure.
Since the plant hasn’t gone back online yet, it is safe to assume that there is virtually NO DANGER of exposure, provided the spent fuel pool and dry cask storage units are kept intact. Keep this in mind if you start to hear news of a drill-packaged-as-disaster as predicted by Dallas Goldbug above. The general public will not understand this and it will be very easy for the media to whip people into a frenzy.
