CONSPIRACY: Boston Marathon Bombing: Who dropped the other un-detonated devices?

As seen on surveillance film, Dzhokhar and Tamerlan Tsarnaev are seen walking with backpacks on their shoulder (each brother carrying one backpack with what is presumed to be an explosive device.) Two bombs went off within a minute of each other; one made out of a pressure cooker and the other out of a metal container.)

What many people fail to realize is that at least two more unexploded bombs were found near the finish line of the marathon. So who placed the other bombs that did not explode? That question has boggled many, seeing as the two brothers in the above video are only carrying one backpack, how could 2 other bombs be placed. As of now, no surveillance video shows the tracing of the other two bombs and it is even unclear of how the first 2 were placed.

Could it be possible that there were more than 2 suspects who placed the other bombs. Obviously more details are needed to draw conclusions but the entire incident sounds a bit fishy for one to overlook. How is it that a man on the run goes back to a nearby city (WaterTown, Boston) where it is common sense that there will be police swarming the place?

What about the man on the rooftop that was seen around/during the time of the explosions? Could he be the one that helped place the secondary explosive devices?
