Notice that the name of the Senior Executive Service (United States) contains the United States in Brackets and there is a very good reason for that. Because the United States is the Corporation that is running the United States of America the Nation.

An 18-K is something is filed by a Domestically owned and operated as in Washington D.C Corporation or Company and definitely not an Independent Country or Nation.
