Final Rule on Frame Child Carriers Approved

On 29 January 2015 the Consumer Product Safety Commission (CPSC) unanimously voted to approve the Final Rule for Frame Child Carriers codified under US 16 CFR parts 1112, requirements for 3rd party conformity assessment, and 16 CFR 1230, Safety Standard for Frame Child Carriers.

Consumer Product Safety Improvement Act Updated

The final rule establishes a mandatory safety standard for Frame Child Carriers pursuant to section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA).

The final rule incorporates by reference the most recent voluntary standard, ASTM F2549-14a, Standard Consumer Safety Specification for Frame Child Carriers.

The rule will become effective on 2 September 2016 (18 months after publication of the final rule in the Federal Register).

Child Safety Standards Improved

ASTM F2549-14a defines a “Frame Child Carrier” as “a product normally of sewn fabric construction on a tubular metal or other frame, which is designed to carry a child, in an upright position, on the back of the caregiver.”

A total of 49 Frame Child Carrier incidents that occurred between 1 January 2003 and 28 September 2014 have been reported to the CPSC with stability and structural integrity as the two top product-related hazards (35 injuries and no fatalities).

The 16 CFR 1230 incorporates by reference ASTM F2549-14a, Standard Consumer Safety

Specification for Frame Child Carriers, approved on 1 July 2014. This most recent version of the ASTM voluntary standard includes the clear pass/fail criteria for an existing test that was proposed in the NPR.
