Urban garden at Elks Park stalls while city considers zoning requirements

“There is no community farm existing in our zoning code. It really didn’t fall under any of the permitted or special uses for an open space district,” Rodgers said.

“Staff are working on an urban agriculture ordinance, and that will guide how things move through,” Eighth Ward Councilmember Matt Rodgers told the RoundTable. Rodgers submitted a referral proposing this ordinance on May 11, along with two others to create a “Protecting Open Space Districts Ordinance” and to require public hearings for “substantial accessory uses.”
Once completed, this encompassing ordinance will go to the city’s Land Use Commission and then to the City Council.
Rodgers said staff members do not yet have a timeline for the garden’s completion.
“We’re grateful that that is happening, and excited that hopefully we’ll be able to have more access to spaces for urban farming in the future,” said Laurell Sims, executive director of Evanston Grows. “We want to make sure that it’s done well. We want to make sure that neighbors are supported and that it’s a community benefit and asset.”
