The escalating situation since the initial post of the payload launched by North Korea in December 2012, required a daily evaluation to provide an assessment that could confirm what its mission and purpose may or may not be

The Present Threat Assessment is from Media by the Government

Since the release of the information, the media and video communications produced by North Korean news, are delivered in a terse and threatening tone that include promises of  destruction

Although there is no reference that the media communications can be attributed to Kim Jong Un, the official party spokes-group endorses and adds to the threats broadcast to the west

North Korea Violated the Rules

First the launch by North Korea, and subsequent nuclear test violated the rules that the world was attempting to impose on North Korea, and was supposed to make them consider the consequences in advance of their actions, and needless to say-this does not sit well with Kim Jong Un

The Payload Does Not Service Science

The payload could not serve the interests of the North Korean University, and the students when they were children, were required to swear an oath that the US is their sworn enemy

This precludes the scientific possibilities of the payload, and due to the design and lack of a capable optical element, the likelihood of reconnaissance or imaging is remote

CAVEAT

Because the payload was placed into orbit on a military booster, does not make it guilty by association, and the stated purpose by North Korea cannot be accurate since the payload does not transmit, nor receive any signals since its placement

Consider the Possibility

The possible military use could be a cutting edge piece of technology, although it would be combined with an additional purpose and capability

Proposition

If this can be considered as a possibility that the payload is a telemetry package, waiting for its commands, then the potential for it to be armed for protection, or offense to prevent its destruction, should be an essential part of a well thought out design/plan

For Lack of Clarity or Information

The circumstances surrounding the launch, and the lack of information from the Government, military, and media on this potential unknown threat is absent or non-existent

New Missile Threat & Celebration Date

The tracking places the payload over the eastern US during the celebration of the birthday of the grandfather of Kim Jong Un, and the targets identified for missile strikes in the US (plus HI) places a high dependence upon the accuracy and range of the Musudan boosters that might be test-fired on or by the 15^th of April 2013

Conclusion

These are thoughts for consideration, before the failure of diplomacy that has already occurred, and requires consideration of the consequences and effects

NOTE
