Massive Layoffs at Federal Health Agencies Spark Public Health Concerns

In a sweeping move that has sent shockwaves through the public health community, the U.S. Department of Health and Human Services (HHS) commenced mass layoffs on April 1, 2025, affecting thousands of employees across several key agencies, including the Food and Drug Administration (FDA), Centers for Disease Control and Prevention (CDC), and National Institutes of Health (NIH). The CDC will see a similar percentage decrease, with approximately 2,400 positions eliminated. The NIH is also affected, with 1,200 staff members slated for termination. These cuts are expected to save taxpayers an estimated $1.8 billion annually. 

Secretary Kennedy has defended the restructuring, stating that the changes will address inefficiencies and refocus the department’s mission towards disease prevention. He emphasized that essential services, such as Medicare and Medicaid, will remain unaffected. 

Public Health Experts Sound the Alarm

Attorneys general from 23 states and the District of Columbia have filed lawsuits against HHS, arguing that the cuts to public health grants and programs violate federal mandates and jeopardize the well-being of their constituents. 

Additionally, the manner in which the layoffs were conducted has come under scrutiny. Reports indicate that some employees discovered their termination upon finding their building access badges deactivated, a method reminiscent of previous corporate layoffs. This approach has been criticized for its lack of transparency and compassion towards long-serving public servants.

Doreen Greenwald, president of the National Treasury Employees Union, which represents approximately 18,500 HHS staff, described the administration’s claims that deep cuts to agencies like the FDA would not be harmful as “preposterous.” She vowed to “pursue every opportunity to fight back.” 

Employees affected by the layoffs have expressed a mix of shock, disappointment, and concern for the future of public health in the United States.
