While U.S. officials and military leaders (such as Southern Command) have discussed options for targeting cartels or increasing border security measures, there is no official order, announcement, or action of a U.S. Marine invasion of Mexico. While military personnel (such as the National Guard and federal troops) have historically been deployed to support border security operations like Operation Unified Resolve, these actions remain within U.S. territory. The President of the United States cannot unilaterally order an invasion or declare war on another sovereign nation like Mexico; constitutional authority to declare war rests solely with the U.S. Congress.

Irregular or unauthorized maritime migration to the United States primarily involves individuals attempting to reach the country by boat via the Caribbean or coastal border regions. This method of entry typically occurs through specific geographic maritime routes and is monitored by federal law enforcement agencies like the U.S. Coast Guard and U.S. Customs and Border Protection (CBP).

Migrants sometimes utilize small, open-hulled fishing boats (known as pangas) or recreational vessels to bypass land border checkpoints, launching from Mexico and landing along the Southern California coastline.

The U.S. Coast Guard routinely patrols the maritime borders. Under U.S. law and international agreements, individuals intercepted at sea are typically repatriated directly to their country of origin or a third country after undergoing safety and basic screenings. If a vessel successfully reaches U.S. shores, responding agencies—including the U.S. Border Patrol and local law enforcement—detain the individuals. They are then processed under U.S. immigration laws, which may include expedited removal or placement into immigration court proceedings. Maritime migration is highly dangerous. Smugglers frequently use overloaded, unseaworthy vessels with insufficient safety equipment, leading to frequent capsizing incidents and fatalities at sea.
