Obama: Congress, You Can't Tell Me What To Do.

On Friday, President Obama signed the budget bill that cuts doesn’t really cut money from the fiscal 2011 budget.
Along with his signature, Obama also issued a signing statement. The first portion of the statement says he disagrees with the parts of the bill that keep Obama from moving detainees from Guantanamo to the US and also restrict their movement to foreign nations. There, he said he disagreed with that part, would work to change the law, and was signing the bill to avoid a shutdown of the government.
The last portion of his signing statement was different. In that, he basically told Congress he was going to ignore the portion of the budget that zeroed out funding for many of the “czars” he has hired since he took office.
From his statement:
Section 2262 of the Act would prohibit the use of funds for several positions that involve providing advice directly to the President. The President has well-established authority to supervise and oversee the executive branch, and to obtain advice in furtherance of this supervisory authority. The President also has the prerogative to obtain advice that will assist him in carrying out his constitutional responsibilities, and do so not only from executive branch officials and employees outside the White House, but also from advisers within it.
President Obama is correct in that he doesn’t have surpervisory authority of the Executive Branch. However, it is Congress that tells him where he is allowed to spend money.
Not surprisingly, Obama contradicts himself on signing statements. At an event during the 2008 campaign, he was specifically asked about signing statements.
