I would say who ever the International Criminal Court uses to enforce any of their court cases. The court has been in existance for a long time

I feel compelled to comment that there is a disconnect in your words when you refer to what I think is the German Republic as you repeatedly called it a “democracy”. Surely you know there are no true democracies in the world as that form of government does NOT elect representatives as you stated but the people vote on every issue as individuals, which is essentially mob rule, especially when the mass of people are so utterly ignorant and brainwashed.
Please, for the sake of the uneducated, refer to governments by their proper name such as a republic, monarchy, or other form but do not continue to use the false description of democracy again as it is misleading at the least.
