“What can our agencies do within the law to ensure that these people don’t game the system?” asked Judd. “You build state-run facilities, state-licensed facilities where we can then detain these individuals, transfer them to these state-licensed facilities, they hold them in these state-licensed facilities pending their deportation or asylum hearings, and once those come up — because we know that the vast majority of them do not have a legitimate claim — then we can deport them back to their countries.”
