This is so right! Bureaucrats are usually failures who find their comfort through an entrench career which allow them some power to fulfill an ambition ‘to impose their own view’, which ambition they could not attain but by the usurpation of a position through the anonymous body of the bureaucracy. That result in the apparatchik, a mediocre individual who will make one’s life miserable, just because he/her can.
