I live in eastern WA state. I was driving over the Columbia River earlier this week, and I noticed there was someone with a camera standing between the highway bridge over the river and the train trestle, that runs right along side. He was in the median on one end. I mentioned to my husband, that it could be someone just as normal looking as this guy, planning a crash and dump of something in the Columbia River. I am sure there are thousands of similar train trestles zig zagging back and forth over some major rivers.
