If a foreign gov’t is going to launch a cyber-attack, they will launch a fully disabling one that would take days if not weeks (or longer) to repair.
During that tele-network down time, they would follow up with several other attacks to disrupt virtually every computer based system in this country so that we are overwhelmed.
While all that is occurring, that would be the time to move tactical assets/troops as planned to take advantage of the disruptions/unrest in this country.
