I live in southern Nevada and here is a true story for you.
When the two SWAT teams rolled up to the Mandalay they wantd to go directly up the main elevator to start clearing floors and to get to Paddocks floor. The management of the hotel told them that they could not go up the elevator because they would be in view of their customers. They told the SWAT team they had to go up floor by floor, up the fire escape. This is why it took them over an hour to get to the 32nd floor.
