A New Model for Regional Defence Cooperation

% of readers think this story is Fact. Add your two cents.

Security partnerships are judged by promises made in a crisis. Yet some agreements quietly change what countries can build, maintain and develop together. The Badr Memorandum of Understanding, signed in Doha on 21 October 2026 by Pakistan, Türkiye, Qatar and Indonesia, belongs to this second category. It may not make headlines with a pledge to defend one another, but it could help its members become less dependent on others for their security.

At first glance, this seems like another regional defence agreement. Its real significance, however, lies in what it does not demand. Badr does not require any member to enter a war on another’s behalf. Instead, it concentrates on joint production, technology transfer, technical training, research and the development of defence capabilities. That makes it easier for countries with different strategic priorities to cooperate without surrendering control over their own security decisions.

The distinction matters because Badr follows the Makkah Joint Defence Agreement, signed in August by Pakistan, Türkiye and Saudi Arabia. Under that agreement, an armed attack on one signatory is treated as an attack on all three. Makkah therefore addresses collective deterrence, while Badr tackles the industrial foundations of defence. These are not competing visions. One concerns how partners respond to aggression; the other concerns whether they have the equipment, skills and supply chains needed to remain prepared.

The timing is hardly accidental. The prolonged confrontation involving the United States and Iran has brought renewed danger to Gulf energy installations, ports and shipping lanes. For governments whose economies depend on uninterrupted trade and stable energy markets, every disruption carries consequences far beyond the battlefield. Traditional security relationships remain important, but recent instability has underlined the risks of relying too heavily on a limited number of suppliers or external guarantees.

Badr offers another option: cooperation built around practical capabilities rather than rigid political alignment. A country can contribute capital, engineering knowledge, manufacturing capacity or operational experience according to its strengths. This flexibility is valuable for a group stretching from the Gulf to South and Southeast Asia. Geography separates the four partners, but it also gives their collaboration a reach that conventional, narrowly regional arrangements may lack.

The agreement does not begin from zero. Pakistan and Türkiye already have experience working together on the MILGEM naval programme. Türkiye and Indonesia have collaborated on tank development, while Qatar has developed close defence-industry and investment ties with Ankara. These relationships provide familiarity with the difficulties of joint projects, from technical standards to delivery schedules. Badr’s opportunity is to bring existing bilateral experience into a broader framework where production, expertise and financing can be shared more systematically.

Each partner has something distinct to gain. Qatar can use its financial resources to support industrial ventures that offer long-term capability rather than one-time equipment purchases. Türkiye brings a sophisticated defence manufacturing sector. Indonesia contributes an important industrial base and access to Southeast Asian markets. Pakistan offers established defence-production facilities, technical expertise and experience operating a range of military systems. Together, these strengths could create projects that would be harder or more expensive to pursue individually.

Türkiye’s recent performance illustrates the commercial possibilities. Its defence and aerospace exports reached approximately $10.05 billion in 2025, a 48 percent annual increase. The Stockholm International Peace Research Institute also ranked Türkiye as the world’s eleventh-largest exporter of major arms in 2021–2025, with export volume 122 percent higher than in 2016–2020. Badr could open new avenues for Ankara’s companies, while giving its partners opportunities to negotiate deeper industrial participation instead of remaining simply buyers.

For Pakistan, the agreement offers more than diplomatic visibility. A strong partnership could support local manufacturing, skilled employment, technical training and access to new markets. It may also allow Pakistani engineers and firms to participate earlier in the development of defence systems rather than joining only at the assembly or maintenance stage. That would strengthen self-reliance and improve Pakistan’s standing as a serious contributor to regional security cooperation.

None of these gains is automatic. Memoranda are easier to sign than factories are to build. The partners will need to agree on project selection, financing, intellectual-property rights, export controls and how the benefits of production are distributed. Without clear timelines and credible oversight, even an ambitious initiative can become a collection of ceremonies and statements. Early, achievable projects will matter more than sweeping promises.

Badr’s importance lies in the idea that regional security can be strengthened without forcing every partner into the same military commitments. The Gulf and its wider neighbourhood need credible deterrence, but they also need resilient industries and dependable partnerships. If the four countries turn their commitments into functioning production lines, shared research and trained workforces, Badr could become a lasting example of cooperation built not merely on common fears, but on common capabilities.
