India’s Strategic Anxiety Exposed
In international politics, the reaction to a strategic development often reveals more than the development itself. India’s response to the growing defence partnership between Pakistan, Türkiye and Saudi Arabia offers an interesting example. While sections of the Indian media have questioned the credibility and effectiveness of the Makkah Defence Alliance, New Delhi’s close attention to the agreement suggests that it cannot afford to ignore its implications. What some commentators have attempted to portray as an insignificant arrangement is gradually emerging as an important feature of the regional security landscape.
Turkish Foreign Minister Hakan Fidan addressed this contradiction during his September 19 interview with Turkish television channel NTV. Responding to criticism from India, Israel and other countries, Fidan argued that attempts to discredit the alliance through media campaigns and misinformation reflected the strategic significance of the initiative. His message was clear: the intensity of the criticism indicated that the agreement had already attracted considerable attention. He also expressed confidence that the Makkah Alliance would become a game-changing platform for regional security.
Fidan’s observations raise an important question. If the alliance is truly irrelevant, why has it generated such extensive debate? Strategic partnerships are not measured by the approval of their critics. Their significance depends on political commitment, institutional development, military capabilities and the willingness of participating countries to cooperate. Dismissing a newly established defence arrangement before its mechanisms become fully operational is hardly a convincing strategic assessment.
The Makkah Joint Defence Agreement, signed on August 7, 2026, represents a significant step in strengthening cooperation among three influential Muslim-majority countries. Pakistan contributes established military capabilities and considerable experience in addressing complex security challenges. Türkiye brings a growing defence industry, advanced military technologies and decades of experience within NATO. Saudi Arabia contributes economic resources, diplomatic influence and a central position in Middle Eastern affairs. Together, these capabilities offer opportunities for deeper coordination that extend beyond traditional bilateral relationships.
For India, this emerging strategic relationship introduces additional considerations into an already complicated regional environment. New Delhi has traditionally sought to expand its diplomatic and strategic influence across South Asia and the Middle East. Closer cooperation among Pakistan, Türkiye and Saudi Arabia creates a new framework that India must consider in its security calculations. The recent history of military tensions between Pakistan and India makes this development particularly sensitive, especially as Islamabad strengthens its relationships with influential regional partners.
The agreement also challenges the assumption that Pakistan can be diplomatically isolated or strategically marginalised. Islamabad’s participation in a collective defence arrangement with Ankara and Riyadh demonstrates that it continues to maintain important international partnerships. Pakistan’s established defence cooperation with both countries provides a practical foundation for further military coordination, training, technology sharing and defence production. These developments could strengthen Pakistan’s strategic position while opening new opportunities for regional security cooperation.
Importantly, the Makkah Alliance is moving beyond political declarations. At their August 31 meeting in Istanbul, representatives of the three countries agreed to establish institutional mechanisms, including a secretariat and arrangements for closer defence cooperation. Such measures matter because successful alliances require more than symbolic announcements. They depend on functioning institutions, regular consultations and clearly defined responsibilities. Although the framework remains relatively new, these steps demonstrate an intention to translate political commitments into practical cooperation.
India’s official response has been more measured than some of the hostile commentary surrounding the agreement. Its Ministry of External Affairs acknowledged that New Delhi was examining the pact’s implications for national security and regional stability. This distinction is important. Monitoring a major defence agreement is a legitimate responsibility of any government. However, questioning its credibility without adequately considering its longer-term potential risks underestimating the determination of the participating countries.
The alliance should not necessarily be viewed as an arrangement directed exclusively against India. Its declared purpose is collective deterrence and regional stability, particularly at a time when the Middle East faces serious security challenges. Türkiye, Pakistan and Saudi Arabia share interests in protecting sovereignty, strengthening defence capabilities and reducing dependence on external powers for regional security. On November 6, Fidan further emphasised that countries sharing a common vision of peace could also participate, highlighting the potentially broader character of the initiative.
Nevertheless, the success of the alliance cannot be taken for granted. Its members will need to reconcile differing regional interests, develop operational mechanisms and demonstrate that their commitments are credible. Defence agreements acquire lasting strategic importance through consistent implementation rather than ambitious declarations. If the three countries maintain political cohesion and invest in institutional cooperation, the alliance could gradually become a consequential regional security platform.
India’s criticism cannot determine the future of the Makkah Defence Alliance. That future will be shaped in Islamabad, Ankara and Riyadh through sustained cooperation and shared strategic interests. Fidan’s confidence reflects the conviction that the partnership possesses considerable untapped potential. New Delhi may question its effectiveness, and commentators may continue to dismiss its importance, but neither reaction can erase the strategic realities taking shape. The Makkah Alliance will ultimately be judged not by the noise surrounding its creation, but by the strength, credibility and durability of the partnership it builds.
