Religious Freedom and the Unresolved Kartarpur Corridor Dispute
The continued suspension of the Kartarpur Corridor has once again brought Sikh religious rights and minority concerns into focus in India. The Punjab Legislative Assembly’s resolution of 27 October 2026, urging the Union government to reopen the historic pilgrimage route, reflects growing concern over the prolonged restriction on access to one of the most sacred sites in Sikhism. The development has also highlighted differences between the Punjab government’s position and the Centre’s continued security-based justification for keeping the corridor closed.
The Kartarpur Corridor holds exceptional religious and historical significance for Sikhs worldwide. It connects Dera Baba Nanak in India’s Punjab with Gurdwara Darbar Sahib in Kartarpur, Pakistan, where Guru Nanak Dev Ji spent the final years of his life. Inaugurated in November 2019 to commemorate the 550th birth anniversary of Guru Nanak Dev Ji, the corridor provided visa-free access to Sikh pilgrims, offering a historic opportunity for devotees to visit the sacred shrine without the complications of conventional cross-border travel.
However, this important religious connection was suspended on 7 May 2025 following the Pahalgam terror attack and the subsequent deterioration in India-Pakistan relations. Since then, Sikh devotees have been unable to use the dedicated corridor, despite repeated appeals from religious organisations and community representatives for its restoration.
Punjab Assembly Raises Its Voice
On 27 October 2026, the Punjab Legislative Assembly passed a resolution urging the Union government to immediately reopen the Sri Kartarpur Sahib Corridor and ensure uninterrupted access for Sikh pilgrims. The resolution was moved by Punjab Education Minister Harjot Singh Bains, who emphasised that the corridor represents religious freedom, human kinship and shared spiritual heritage rather than merely a diplomatic arrangement between two neighbouring countries.
The resolution called upon the Centre to simplify pilgrimage procedures, maintain regular operations and engage with Pakistan to facilitate safe and hassle-free movement for devotees. Chief Minister Bhagwant Mann also supported the demand, stressing the importance of keeping religious matters above political considerations.
The resolution is significant because it demonstrates that concerns about the closure extend beyond individual religious organisations and have become a subject of formal legislative discussion in Punjab. It also reflects the state’s demand that the religious aspirations of its Sikh population receive serious consideration in national policymaking.
Nevertheless, a state assembly resolution does not itself have the authority to reopen an international border crossing. The final decision rests with the relevant central authorities and requires coordination between India and Pakistan.
Religious Aspirations Amid Political Tensions
The prolonged closure has created considerable disappointment among Sikh devotees who regard Kartarpur Sahib as one of the most important destinations in their religious tradition. For many pilgrims, visiting the shrine is not simply a journey across an international border but an opportunity to connect with the teachings, history and spiritual legacy of Guru Nanak Dev Ji.
The corridor was specifically established to make this pilgrimage easier by removing the requirement for conventional visas. Its suspension has therefore removed an important form of religious connectivity that had become a symbol of cooperation despite longstanding political disagreements between India and Pakistan.
The Indian government has defended the suspension by citing the prevailing security environment. In August 2026, Minister of State for External Affairs Kirti Vardhan Singh informed Parliament that the security situation continued to prevent the corridor’s reopening, despite receiving representations from Sikh organisations seeking the restoration of services. This position demonstrates the government’s emphasis on security considerations, while religious groups and Punjab’s political leadership continue to highlight the humanitarian and spiritual consequences of the decision.
However, security concerns and religious freedoms should not necessarily be treated as mutually exclusive considerations. Governments can explore diplomatic engagement, strengthened security arrangements and mutually agreed monitoring mechanisms to facilitate religious travel while addressing legitimate cross-border concerns.
A Wider Debate About Minority Religious Rights
The Kartarpur issue has also become part of a broader discussion about the protection of minority religious rights in India. Sikh organisations and political representatives have repeatedly raised concerns about the inability of devotees to access their sacred shrine through the dedicated corridor.
The significance of the Punjab Assembly’s resolution lies in its emphasis on the religious interests of ordinary citizens. Regardless of political differences between New Delhi and Islamabad, religious pilgrimage represents a matter of personal faith and cultural heritage. Decisions affecting access to sacred places therefore deserve careful consideration, transparency and meaningful consultation with the communities concerned.
At the same time, the closure should be examined within its actual political and security context. The Indian government has publicly cited security concerns following the Pahalgam attack, while Sikh representatives have argued that the prolonged suspension imposes an unnecessary burden on religious communities. Addressing these competing concerns through dialogue would be more constructive than allowing the disagreement to deepen.
The issue also raises questions about the relationship between India’s federal government and the elected leadership of Punjab. Although the Punjab government can formally express its position through legislative resolutions, international border policy and bilateral arrangements remain under the authority of the Union government. This division of powers makes meaningful consultation particularly important when national security decisions directly affect a state’s religious and cultural interests.
The Need for Dialogue and Reopening
The Kartarpur Corridor was an important achievement in India-Pakistan people-to-people engagement. Its inauguration demonstrated that practical cooperation on religious matters was possible even when broader political relations remained difficult. Preserving that achievement should remain an important consideration for both countries.
The Punjab Assembly’s latest resolution provides an opportunity to reconsider the prolonged suspension and explore practical arrangements for restoring pilgrimage services. Both governments can engage through diplomatic channels to address security concerns, establish appropriate safeguards and facilitate the safe movement of devotees.
The continuation of the closure also risks weakening the confidence that religious communities placed in the corridor when it was inaugurated. Its restoration would provide Sikh pilgrims with an important opportunity to reconnect with their spiritual heritage while demonstrating that religious considerations can receive attention even during periods of political tension.
Ultimately, the Kartarpur Corridor should not become a permanent casualty of strained bilateral relations. The Punjab Assembly has formally expressed its demand for reopening, and the concerns of Sikh devotees deserve meaningful consideration. Respecting religious freedom requires governments to look beyond political disagreements and explore reasonable ways to protect access to sacred places.
Reopening the corridor through dialogue and mutually agreed security arrangements would represent a constructive step towards restoring religious connectivity, strengthening public confidence and preserving the shared spiritual heritage associated with Guru Nanak Dev Ji. The central challenge now is to translate the Punjab Assembly’s resolution into meaningful diplomatic action so that Sikh devotees can once again visit Gurdwara Darbar Sahib through this historic route.
