New coalition launches to reform Virginia energy policy

Richmond – Nine organizations representing a wide range of public policy ideologies introduced the Virginia Energy Reform Coalition today, an unprecedented coalition united to reform Virginia’s energy market.

Speaking from Richmond, coalition representatives announced their policy goals including implementing performance-based regulation, establishing a competitive retail electricity market and a low-income bill assistance and weatherization program, and securing increased consumer protections.

“Moving from Virginia’s 100+ year old government-regulated electricity market to a 21st-century free market will finally put families and businesses in control of their electricity buying decisions so they can lower their own prices simply by shopping around. Shrinking the control of the government-imposed electricity monopoly means more citizens’ control, more choices, more innovation and lower prices,” said Ken Cuccinelli, Director of the Regulatory Action Center of FreedomWorks Foundation and former Virginia Attorney General.

“The status quo is carefully designed to line the pockets of the government-protected utility monopolies who have been calling the shots. Now citizens are demanding a system that puts consumers and local economies first by allowing small, clean energy businesses to compete in the marketplace on a level playing field,” said Tom Cormons, Executive Director of Appalachian Voices.

VERC’s policy goals include:

  • Establish a well-designed, competitive retail electricity market.
  • Establish an independent grid operator.
  • Establish streamlined and uniform interconnection standards.
  • Implement performance-based regulation.
  • Establish a low-income bill assistance and weatherization program.
  • Implement an “all-cost-effective” energy efficiency standard.
  • Ensure additional consumer protections and education.
  • Fully integrate grids, markets, and operations.
  • Phase out wholesale capacity markets.

The Virginia Energy Reform Coalition includes Appalachian Voices, Clean Virginia, Earth Stewardship Alliance, FreedomWorks Foundation, Piedmont Environmental Council, Reason Foundation, R Street Institute, Virginia Institute for Public Policy, and Virginia Poverty Law Center.
