This idea has already been conveyed in the book “Alien Interview” edited by Lawrence Spencer a while ago.
According to Airl, the interviewed alien, the earth is a prison planet for rogue souls who need serious rehabs. So the reptilians are guarding the planet to make sure that the souls trapped on earth can not escape.
