All that I have seen supports your assessment that the Pole Shift cannot be survived on Earth. The total surface of the Earth will be transformed as you indicate, i.e. waters will shift- magma will surface- and liquification of mountains et al. will occur. Thus the elite thinking that their underground facilities are survivable is an illusion.
