Lighting would have earthed through the Gas stations roof/superstructure via the connected Earth rods. Concrete has an electrical resistance of 100 ohm’s per meter for all intents(which is low for a resistor) and purposes that copper lighting rod is a perfect conductor(58.14 x 10^6 mho) and the current will follow the line of least resistance which in this case is to a lightning rod buried some six feet under concrete.
Air is also a good insulator therefore at 1.3*10^16 to 3.3* 10^16 ohm(at least 1300000000000000 ohm) therefore the lightning should have hit the Gas Station building instead since it was 5 meters above the concrete.
