They have been kept that way for the last 400,000 years in order to work as a kind of slave force to tend and keep the planet productive for some perpetually returning extraterrestrial race.

Clark also referred to a supposed interview with one of the aliens from the Roswell crash, and its contention that the ETs that we see now are biological entities created for space travel and have no souls as we do.
