Ukraine has given two steps in opposite directions. On one hand, it has approved a so-called new status that allegedly gives autonomy to the Easter regions of Lughansk and Donetsk. On the other hand, it has approved the deployment of both American and Polish militaries on its soil for ‘training purposes’. The first step seems to be one in the right direction and a direct result of the Minsk negotiations led by Russia and five other European nations. The second step is a direct threat to Russia because American, Polish and quite possibly NATO operatives will be very near the Russian border. The government led by Vladimir Putin has been clear about Ukraine allowing foreign troops, particularly American troops on its soil. Putin has said his government will not sit and watch should American military step on Ukrainian soil. He has said such a move is direct threat to the Kremlin and that Russia will not hesitate to respond. Despite such a clear statement, the Verkhovna Rada, or Ukrainian Parliament has approved the deployment of US troops in the country to participate in military exercises. The Ukrainian Army plans to hold three joint exercises involving US troops and two other ones with Polish troops this year. According to the Ukrainian constitution, Parliament must authorize in each case the entry of foreign troops in the country, which is what the Rada has done. Both the approval of foreign troops and the new status for the autonomous regions in the East came while Russia celebrates the first anniversary of the return of Crimea to Russian territory. It was a year ago that Crimeans voted to become part of Russia given the deterioration of affairs in Ukraine. Ukraine has done for the Eastern provinces what it refused to do for Crimea, as the Verkhovna Rada approved a law of self-government for areas under rebel control in the eastern regions of Donetsk and Lughansk, which was a request made during the peace meetings in Minsk. As a condition for receiving such autonomy for a period of only three years, the eastern provinces are asked to hold local elections under Ukrainian law and international democratic standards under the presence of observers from other countries. The eastern provinces and Russia have rejected the proposal from Kiev because it violates conditions of the peace agreements signed last February 12 which argues that Kiev cannot directly link the granting of autonomy to the elections.
