The “taint” of CIA is the politicization of intelligence. Defining this taint: 
“it involves deliberately distorting analysis or judgments to favor a preferred line of thinking irrespective of evidence.”
According to the same NBC News report: “Multiple US officials acknowledged that the US has used information as a weapon even when confidence in the accuracy of the information wasn’t high. Sometimes,” the report noted, “it has used low-confidence intelligence.” The purpose for using intelligence which, to quote NBC News, “wasn’t rock solid”, was to deter Russian actions by keeping Russian President Vladimir Putin “off balance.”

So much for the intelligence community’s commitment to the “incontrovertible truth.”

It is well known that Ukraine maintains an expansive and capable information warfare capability. Units such as the Ukrainian Intelligence Service’s 72nd Center for Information and Psychological Operations (PSO) have been carrying out a sophisticated propaganda campaign designed to enhance the perception of Ukrainian strength and resolve while denigrating the Russian special military operation underway in Ukraine. Indeed, the 72nd PSO was considered by Russia to be such a threat that the Russian military singled out its headquarters for destruction early on in the conflict.

Moreover, it has been reported that, in the aftermath of the February 2014 “Maidan Revolution” in Ukraine, the US intelligence community has initiated and maintained in-depth contacts with their Ukrainian intelligence and security counterparts, a relationship which has only expanded in scope and scale over the course of the preceding eight years. Logic dictates that information operations targeting Russia would be an area of joint interest, and that the US would be assisting Ukraine in this effort following the initiation of the current Russian-Ukrainian conflict on February 24, 2022.

Providing declassified intelligence to Ukraine for it to be repackaged and disseminated as anti-Russian propaganda is very much a legitimate use of intelligence information. Moreover, under certain conditions relating to covert political action, US intelligence organizations may use manufactured information to help breathe life and credibility into a false narrative designed to undermine the operations of a designated enemy. Under such conditions, however, the information must not be able to be sourced back to the US and, most importantly, this information should not be disseminated in a manner which would misinform US policymakers.

The admission on the part of unnamed US national security officials, however, that the US is releasing sub-standard (i.e., potentially false and misleading) intelligence for the purpose of shaping a public narrative designed to be absorbed and believed by civilian consumers at home and abroad, thereby creating genuine political pressure on the Russian leadership, is a massive deviation from the normal precepts of covert information warfare. In fact, it is the perfect example of the deliberate distortion of analysis or judgments to achieve an objective irrespective of evidence that Robert Gates warned about in 1992.  

“The absolute integrity of our analysis,” Gates said, “is the most important of the core values of the Central Intelligence Agency. Policymakers, the Congress, and the American people must know that our views – right or wrong – represent our best and most objective possible effort to describe the threats and opportunities facing the United States. They must know our assessments are the product of the highest quality and the most honest intelligence analysis available anywhere in the world.”

Not anymore.

Gates had quoted Churchill in his defense of the truth. Churchill had gone on to famously state that “in wartime, truth is so precious that she should always be attended by a bodyguard of lies.” By this statement, Churchill underscored the fact that truth is such a precious commodity that it must be guarded by deception and subterfuge to ensure it didn’t fall into enemy hands.

The US intelligence community has, today, perverted that logic, eliminating any notion of actual truth while elevating the “bodyguard of lies” to mimic truth, not for the purpose of defending it, but rather to promulgate the lie itself. 

The US intelligence community has been walking on thin ice since its use of politicized intelligence to manufacture a case for war against Iraq in 2003. Now, the revelations that the US intelligence community is releasing sub-standard intelligence, knowing that it might be false and misleading, to shape US and global public opinion against Russia, should drive a stake through the heart of US credibility – or at the very least make the American public, and the world community, ask themselves whether they can ever again take US intelligence assertions at face value.

It is no secret that Ukraine, with direct US support and funding, is waging an active information war against Donbass. On its part, Donbass fights and is quite effective, although the forces, to put it mildly, are not equal. Over the years open sources have been able to collect data and analyze information received about the forces, means, and methods of Ukraine’s information warfare.

As of December 2019, a network of information and psychological operations centers (hereinafter IPOCs) supervised by US intelligence agencies has been established on the territory of Ukraine. Ukrainian IPOCs use their own and obtained media and Internet resources.

The main tasks of Ukrainian IPOCs are:

Reconnaissance/subversive activities;
Counter-intelligence actions;
Identification of potential opponents inside Ukraine through an inventory of the computer network of regional ISPs;
Precautionary and preventive activities designed to misinform the population;
Informational terrorism;
“Leaking” specific information;
Demoralization of the civilian population and military personnel of Donbass;
Carrying out and supporting informational special operations;
Forming public opinion;
Creating and publishing “fake” information, photo/video materials.

Resources of Ukrainian IPOCs centers
In addition to official Ukrainian media, under the leadership of Ukrainian IPOCs forces there are several thousand resources on the Internet – information and news websites, “public pages” on social networks, and coordinated groups of social media users. Ukrainian IPSOs also interact with opposition resources in the Russian Federation and operate from their positions in Donbass. Also, with the support of foreign intelligence agencies, Ukrainian IPOCs forces use Western media.

Analytical department;
Monitoring and Special Actions Department (as part of the Information Support Group and Special Actions Group);
Print Propaganda Department;
Information and Computer Technology Department;

U.S. Media Boast of Waging Information War Against Russia

When one looks at how the conflict in Ukraine and Western relations with Russia are unfolding and the way Western news media are reporting on it, Casey’s words seem to be a grim forewarning.

This week saw lurid claims amplified across the U.S. and Western media of a massacre in the Ukrainian city of Bucha allegedly carried out by Russian troops. The source of those claims was the partisan Ukrainian military associated with the Nazi-infested Azov Battalion. The Azov Battalion whose members openly display Waffen-SS insignia has been trained and weaponized by the United States and other NATO military over the past decade.

There was no attempt by Western media to verify the sensational claims leveled against Russia. They were printed and broadcast with gusto leading to more Western sanctions and weapons supply to Ukraine in support of the Kiev regime. What’s all the more disturbing is that the information purporting to incriminate Russian troops is questionable. The alleged atrocities appear to have occurred several days after Russian forces withdrew from the area.

Moscow claimed that the killings were carried out by the Western-backed Azov regiments in a false-flag provocation to blame Russia. However, Western media have reflexively branded Russian claims as “Kremlin propaganda”. Even Western analysts and alternative media sources have been vilified or censored for daring to challenge the narrative of alleged Russian atrocities. One such independent voice is that of Scott Ritter, the former U.S. Marine Corps officer, who was temporarily banned from social media this week for doing so.

A bitter irony is that this week also saw reports in U.S. media openly admitting that American intelligence services have been knowingly sowing disinformation in the media. Far from feeling shame or contrition, the U.S. intelligence agencies and media are exulting in the practice of “getting ahead” of Russia in “information warfare”.

Scott Ritter is a former U.S. Marine Corps intelligence officer who has gained international respect for his independence and integrity as a commentator on conflicts and foreign relations. This week, he was banned on the Twitter social media platform for challenging Western claims of a massacre in Bucha, Ukraine, allegedly carried out by Russian troops. Moscow denies the claims, as have other independent analysts who point to evidence that the incident was a false-flag provocation perpetrated by NATO-backed Ukrainian Nazi regiments to undermine Russia internationally and bolster Western objectives. It is a foreboding sign of the times that Ritter should be banned for daring to question dubious narratives. (He was later reinstated following a public outcry against censorship.)
