I believe Democrats pre-print Democrat ballots for the 50% (give or take) of us that don’t vote. Big Tech probably gives DNC a list of people off the voting rolls who haven’t voted in the last 2 or 3 elections. Most of these people are just apathetic and don’t vote, but this also includes illegals, dead people, people who have moved, people who aren’t eligible now (convicted of felony and such), kids, fake people/fake addresses, etc. They infrequently clean these voting rolls. A few people who don’t vote, may decide to vote, then at the polling place they find out they already voted, no worries, polling personnel give them a provisional ballot and nobody complains too much. People that have moved a lot (to different voting precincts) and don’t vote, probably vote a lot in any given election (though they themselves don’t actually vote at all). Nothing more fake than these elections. Remember in ‘2000 Mules’ the mules kept going to the same DNC operatives house to get more ballots. This gives Democrats a 50% lead on election day, though they hold some back to only use enough to win the election. But it would be impossible to lose with all these ballots on the ready to be dumped into the count. Ballot Harvesting would have minimal impact, but they want the public focused on ballot harvesting (non-problem distraction), and not pre-printing Democrat ballots (real problem) which makes elections completely fake, and Democrats unbeatable, or any globalist/fascist party unbeatable in any election around the world.
