Emperor Constantine created the Council of Nicea in 325 AD, placed the Pope under protection and in so doing, transferred future ‘Caesars’ into the line of the Popes. Their fate was sealed in 408 AD, when a man stood up and took the name Pope Sixtus III (Pope 666) as his name of choice.
