In 2015 I was contracted to write a piece of code that detects a known voice sample in a supergroup of 16000 phone channels.
As all of modern telephone eventually goes through a Voip digitizer all sound collected by the phone microphones is converted to RDP packets. These packets are used by the receiving hardware to emulate your voice in a human recognizable audio signal. The RDP packets are similar to Jpeg glyphs so by themselves they present no distinct identity. But strings of RDP packets form distinct patterns. These patterns can be detected in large arrays of sampled data.
A typical CLEC has access to any or all packet data and Call Data Records to be used as Call Quality inspection data.
I can grab a sample of an exchange at anytime and inspect the data.
On every cell phone built since 2004 I can open the D channel that allows a phone to move from cell tower to cell tower the microphone is already always on.
The RDP packet data containing the audio of the surrounding location is available.
By collecting a whole group I have access to the RDP data of a whole 5 mile radius to the tower.
It takes only a few milliseconds to determine if a individual persons voice is present.
Iterative sub division gives me the cell phone IEMI numbers of the phones.
Looking up the GPS and cell strength allows me to locate the voice within a few inches radius.
In order to prevent location of an individual the individual has to remain silent at all times when in the presence of other people.
The US alphabet has been collecting all data for several years now any agency workstation can be used to pull up the historic data and run an assay. Once the voice is found then the conversation can be transcribed. By law the next step is to get a warrant and collect the related identifying evidence to produce a legal document to be entered into evidence. The audio does not have to be recorded from your device all that is required is analysis of probability of match to known sample.
