As all of modern telephone eventually goes through a Voip digitizer all sound collected by the phone microphones is converted to RDP packets. These packets are used by the receiving hardware to emulate your voice in a human recognizable audio signal. The RDP packets are similar to Jpeg glyphs so by themselves they present no distinct identity. But strings of RDP packets form distinct patterns. These patterns can be detected in large arrays of sampled data.
A typical CLEC has access to any or all packet data and Call Data Records to be used as Call Quality inspection data.
I can grab a sample of an exchange at anytime and inspect the data.
