Research Uniform Code of Military Justice and Posse Comitatus Act is it is not possible for the military tribunals to try civilians unless they are deemed enemy combatants during wartime i.e. the Germans during Nuremberg who even though some may have been civilians they were aiding the enemy thus were considered combatants.
