Mehmet Toy’s Role in Shaping the Standards and Technologies of Future Networks and Services

The future of telecommunications depends not only on technological invention but also on the standards that allow different systems, networks, and organizations to work together. Mehmet Toy has built a significant part of his career around this intersection of engineering, research, standardization, and technology leadership. His work has extended across international standards bodies, industry forums, academic institutions, and technology companies, giving him a broad role in the development and management of data communications networks and services.
Toy’s involvement in standards development spans organizations including the International Telecommunication Union Telecommunication Standardization Sector (ITU-T), Internet Engineering Task Force (IETF), European Telecommunications Standards Institute (ETSI), IEEE, Mplify, formerly known as MEF, and Open Network Automation Platform (ONAP). He has also participated in initiatives associated with CableLabs, Linux Foundation Edge (LF Edge), Linux Foundation Cloud iNfrastructure Telco Taskforce (CNTT) and Anuket, Open Cloud Connect, 3GPP2, and other technology communities. These activities have enabled him to contribute to and influence the design, architecture, and management of data communications networks and services across the industry.
One of Toy’s most prominent international leadership roles came through the ITU-T. He served as Vice Chair and Head of Architecture of the Focus Group on Technologies for the Network 2030 initiative, known as FGNET2030. He later served as Vice President of ITU-T Study Group 13, which focuses on future networks, representing the United States. He also chaired the FGNET2030 Architecture Group. These positions placed him in technical discussions concerning how networks would need to evolve to support emerging applications, distributed computing, new connectivity models, and increasingly sophisticated digital services.
Toy’s work on future network architecture has covered the integration of multiple technologies rather than treating each as an independent field. His research and technical contributions have considered underlay and overlay networking, cloud computing, edge computing, network slicing, space networks, artificial intelligence and machine learning, and quantum computing. This broad perspective reflects the increasingly interconnected nature of digital infrastructure, where computing, connectivity, applications, and automated management are becoming closely linked.
His standards contributions include one IETF Request for Comments (RFC), thirty-two IETF Internet Drafts, an ETSI NFV standard, three MEF standards, one IEEE Nendica Report, and one ITU-T Technical Specification. He has served as an author or editor for several important industry documents. Among them are MEF 76, Business Requirements and Use Cases for Service Control; MEF 68, Cloud Services Architecture; and MEF 55.1, Lifecycle Service Orchestration Reference Architecture and Framework. His work also included the ITU-T FGNET2030 Network 2030 Architecture Framework and the ETSI report on connection based virtual services, ETSI GR NFV EVE 016.
His contributions to MEF standards represent an important part of his standards work. MEF 55.1, published in January 2021, addresses lifecycle service orchestration and provides an architectural framework for managing services over virtualized and nonvirtualized elements. MEF 76, published in October 2022, defines techniques for dynamically modifying business services by customers and operators. MEF 68, published in September 2021, defines a cloud service architecture over private networks, cloud resources, and applications. Together, these standards address important aspects of how modern services can be designed, managed, and adapted across increasingly complex network environments.
Toy’s technical interests also extend into network reliability and self-management. He has worked on fault management hierarchies, remote fault isolation, autorecovery, and management architectures for both virtualized and non-virtualized systems. These areas address a fundamental challenge in modern communications infrastructure: maintaining reliable services as networks become larger, more distributed, and more dependent on software. His earlier work in digital signal processing demonstrates the breadth of his engineering background. He invented low multiplier coefficient sensitivity block digital filters as well as block digital filter structures based on continued fraction and block partial fraction expansions.
Toy has also established a substantial record of technical publishing. He has authored or co-authored numerous publications, including nine books, technical articles, tutorials, and a video tutorial. His books include Networks and Services; Virtualized Software Defined Networks and Services; Third Networks and Services; Future Networks, Services and Management; Optical Networking I; Optical Networking II; Cable Networks, Services, and Management; and ATM Development and Applications. Three of these works have been used as university textbooks, while one has been translated into Turkish. His forthcoming book, AI/ML for Networks, Services, and Management, reflects his continuing interest in the application of intelligent technologies to data networks and services infrastructure.
His contributions to technological development are also reflected in his patent portfolio. Toy has thirty-eight granted and pending patents covering areas associated with computer networking and related technologies. In 2026, he filed additional United States patent applications addressing intent based networking, autonomous service management, and artificial intelligence and machine learning assisted network and service design. These include applications covering customer intent identification and mapping, autonomous service management combining lifecycle service orchestration with AI and machine learning, and service and network design using AI and machine learning with intent based services.
Recognition from major organizations has accompanied Toy’s professional work. He has received awards and recognition from Verizon Communications, Comcast, AT&T Bell Laboratories, IEEE USA, IEEE Communications Society (ComSoc), Mplify, and ITU-T for contributions involving innovation, leadership, engineering, and telecommunications standardization. He is a Distinguished Fellow of Mplify and a Life Senior Member of IEEE, distinctions that reflect sustained involvement in the communications technology community.
His professional service has extended beyond technical standards. Toy served as President of the Assembly of Turkish American Associations in Washington, DC, from 2014 to 2016. He has also formed and chaired the IEEE Communications Society Cable Networks and Services Committee, served as IEE ComSoc PACE (Professional Activities Committees for Engineers) Chair, served as an editor of IEEE Network Magazine, and contributed to professional initiatives involving IEEE Communications Society and IEEE USA.
Taken together, Toy’s work illustrates the increasingly collaborative nature of network and service innovation. New technologies become useful at scale only when architectures, standards, management systems, and implementation practices develop alongside them. Through his research, patents, publications, technical leadership, and standards activities, Toy has contributed to this broader process.
His career now extends into areas likely to influence the next generation of communications, including autonomous service management, AI assisted network design, intent based systems, edge computing, and the convergence of computing and networking. Rather than focusing on a single technology, his body of work reflects an effort to understand how different technologies can operate as parts of a coherent network ecosystem. That perspective has made his contributions relevant to both the established foundations of telecommunications and the emerging architectures that will define future networks.
