How Supply Disruptions Actually Unfold
Modern shortages have a recognisable shape. Recognising which stage you are in tells you whether to act or to stay out of the way.
What does a real shortage look like from a kitchen?
An empty shelf for one category, full shelves either side of it, and normal supply again within one to three weeks.
That is the pattern almost every American household has now personally observed, and it is very different from the picture people carry around. Shortages in a modern distribution system are narrow and temporary. The food exists. It is in the wrong place, or the thing that moves it is short of drivers, or everybody bought three weeks of it in four days.
The useful consequence is that a household with two weeks of ordinary food is, in practice, insulated from nearly every disruption of this kind. Not because two weeks is a long time, but because it is longer than the disruption.
The four stages
Trigger, demand spike, distribution lag, then substitution and recovery. Each stage calls for something different from a household.

The stage that matters is the second one, and the counterintuitive part is that the correct household action during it is to do nothing. A household with stores is not in the queue, and a household not in the queue is part of why the queue ends.

The reason to hold two weeks of food is not that a shortage lasts two weeks. It is so that you are not in the shop during the week everybody else is. That is the entire benefit and it is worth more than the food.
Why does panic buying make it worse?
Because distribution is tuned to a steady rate. A demand spike does not just empty shelves, it delays the restocking of the shelves next to them.
Think of it the way you would think of a road at rush hour. The road did not lose capacity. Too many people tried to use it in the same twenty minutes, and the resulting jam takes far longer to clear than the extra traffic took to arrive. Grocery distribution behaves the same way, and the lorries that would have restocked six categories spend the week restocking one.
- A spike of four days can take three weeks to clear. The asymmetry is the whole problem.
- Purchase limits are a distribution measure, not a scarcity signal. They are usually the point at which supply starts to normalise.
- The household that bought ahead quietly, months earlier, is invisible in this, which is the difference between a buffer and a panic.
How to rebuild afterwards
Slowly, and during the recovery stage rather than during the lag. Rebuilding fast recreates the spike in miniature.
- Wait until the shelves have been consistently full for two weeks.
- Rebuild at one or two extra items per shopping trip, the same way the buffer was built originally.
- Note which category actually ran short for you, because it is usually not the one that was on the news.
- Widen rather than deepen: if one category failed, add a second that does the same job rather than more of the first.
During the 2020 paper goods disruption one household we know noted that what actually ran out in their house was not paper at all. It was cooking oil and yeast, neither of which was being discussed anywhere. They now keep three months of both and a normal amount of everything else, which is a supply strategy built from evidence rather than from headlines.

Write down what you actually ran out of, on the day you ran out. Not afterwards. Six months later everybody remembers the shortage that was on television and nobody remembers that they were out of batteries and coffee filters by Thursday.
What would a genuinely long disruption look like?
Regional, measured in weeks, and driven by transport rather than production. There is no modern American precedent for longer.
- The realistic worst case is a hurricane region cut off for two to three weeks. That is severe, documented, and covered by two weeks of stores plus water.
- Planning beyond that trades certain benefit for uncertain benefit, and usually at the expense of the outage that happens every winter.
- The historical failures were agricultural and local, which is a different mechanism, and that comparison is drawn out in lessons from historic food shortages.
