Flock Safety Promised to Catch Criminals. Instead, Police Used It to Track Girlfriends, Exes, and Ordinary Drivers… While A High-Profile Suspect Somehow Slipped Through the Net

If you moved out to the country to get away from traffic, crowds, and prying eyes, you might want to pull up a chair for this one.

Those little solar-powered boxes appearing beside rural intersections, subdivision entrances, county highways, and farm-town stoplights aren’t ordinary traffic counters. They’re Flock Safety cameras—and according to Flock CEO Garrett Langley, the company’s technology is already operating in more than 6,000 communities across the country.

That means this isn’t just a Chicago, Atlanta, or Los Angeles problem. These cameras are spreading into small towns, quiet counties, and places where folks once figured a gravel road and a long driveway gave them a little breathing room.

They don’t anymore.

So, before anybody shrugs this off as another big-city surveillance story, let’s walk the fence line. Let’s look at what these cameras can actually do, how police officers have been caught abusing them, and why one of the most closely watched murder cases in America apparently produced no Flock footage at all.

Because the cameras seem to be everywhere—until somebody asks where the evidence went.

A Camera That Runs on Sunshine and Cell Signal


Turning off your GPS doesn’t turn off your Bluetooth. And that little blue signal might be doing more talking than you’d like.

Here’s what makes Flock especially important to rural Americans: the system doesn’t need buried power lines, fiber-optic cable, or a giant control room filled with blinking screens. Give it a solar panel and an LTE cellular connection, and it can sit beside nearly any road with sunlight and a phone signal.

That changes everything.

Traditional government surveillance projects once required utility agreements, construction crews, public hearings, permits, and months—or even years—of bureaucratic wrestling. Flock skips most of that trouble. A crew can plant one of these cameras beside a road with about as much fuss as putting up a new mailbox.

Before long, an isolated county road has its own electronic gatekeeper.

You may never see an officer sitting there. You may not notice a patrol car tucked behind a billboard. Still, every truck, minivan, farm rig, and family sedan passing that pole can be photographed, analyzed, and dropped into a searchable database.

It’s basically an internet-connected gadget with a badge standing somewhere behind it.

And if it has sunlight and cell coverage, it’s ready to watch.

It Sees More Than Your License Plate

Once a vehicle rolls past, the system snaps several photographs and reads the license plate. Then it goes further, estimating the vehicle’s make, model, color, and other visible details.

That may include dents, damage, roof racks, decals, and bumper stickers. Put all those details together, and the system creates what the company calls a “vehicle fingerprint.”

Now, one photograph of your pickup driving past the feed store may not sound like much. Most folks have been caught by a security camera somewhere, and a single picture doesn’t tell much of a story.

But thousands of connected cameras are a different animal.

Each photograph becomes a breadcrumb. String enough breadcrumbs together, and investigators may be able to reconstruct where a vehicle traveled, when it arrived, which direction it went, and how long it stayed in a particular area.

In other words, the system doesn’t merely see a truck.

It remembers the road that truck traveled.

That travel history can be assembled whether the driver is suspected of murder, returning a library book, visiting a doctor, attending church, meeting a political group, or picking up livestock feed. The camera doesn’t know the difference, and it doesn’t care.

It simply watches everyone.

Your Phone May Be Riding Shotgun

Now, here’s where the story gets even more uncomfortable.

A lot of privacy-minded folks assume they can stay under the radar by disabling location services on their phones. Maybe they turn off GPS, avoid certain apps, and keep their social-media use to a minimum.

That may not be enough.

Flock’s standard cameras reportedly broadcast their own Bluetooth signal for battery-health checks. Privacy researchers have even used that little quirk to locate and identify the cameras.

By itself, that may sound harmless. The bigger concern is a newer add-on called SignalTrace, built by defense contractor Leonardo.

According to reporting from Gadget Review, SignalTrace can be attached to existing license-plate readers and detect Bluetooth, Wi-Fi, and RFID signals coming from phones, smartwatches, earbuds, and other electronic devices inside a vehicle. That electronic signal may then be associated with the vehicle’s license plate.

If that description is accurate, the technology doesn’t merely recognize your old Ford.

It may help identify who is sitting inside it.

Think about that the next time you drive into town with a phone in your pocket, wireless earbuds in the console, and a smartwatch strapped to your wrist. Even if you never open a map or check an app, those devices may still be whispering into the air.

And somebody built a machine designed to listen.

Reporting out of Maryland indicates this type of hardware has already begun appearing on license-plate-reader poles. Because it can reportedly be added to equipment already standing beside the road, an agency may be able to expand its surveillance reach without beginning an entirely new procurement process.

That means the pole you drove past last year may not be doing the same thing today.

When the Watchers Become the Stalkers

Supporters of these systems usually offer the same reassurance: every search is logged.

Well, that sounds comforting—until you realize a log usually exposes abuse only after the abuse has already happened. It’s a record of who opened the barn door, not necessarily a lock that keeps the door shut.

And dirty cops have reportedly walked right through it.

In Milwaukee, Officer Josue Ayala allegedly searched his romantic partner’s plate more than 55 times and another woman’s plate 124 times for personal reasons, according to court records reported by The New York Times. He was charged—and then the officer supposedly investigating his behavior was reportedly caught engaging in similar misconduct.

You couldn’t make that up.

The surveillance tool was supposed to help police follow criminals. Instead, officers were allegedly using it to follow women in their private lives.

Georgia has reportedly seen roughly 20 officers fired or arrested during the past year for using law-enforcement databases to track exes and romantic partners. The problem became serious enough that Flock introduced an artificial-intelligence tool designed to flag suspicious searches.

That tells you something important. You don’t build a special tool to find improper searches unless improper searches have become a real concern.

Of course, this is how these stories usually unfold. First, the public is told that only trained professionals will have access. Then abuse is discovered, and the answer is another layer of software watching the people who were supposed to be watching everyone else.

One surveillance system gives birth to another.

They Can Track You—But Don’t Want You Tracking Them

Meanwhile, Flock reportedly removed officer names from its public audit logs after a website called Have I Been Flocked began helping stalking victims identify which officers were searching for them.

Pause there for a moment.

The system can collect your plate, photograph your vehicle, record your direction of travel, notice the roof rack on your truck, and possibly associate your devices with the person behind the wheel. Yet when citizens try to identify the government employees searching that information, transparency suddenly becomes a problem.

Apparently, watching the watchers makes the watchers nervous.

For rural Americans, that ought to set off every alarm bell in the barn. Small communities can be wonderful places, but they can also have family grudges, political feuds, bad breakups, and officials who’ve known everybody since grade school.

Handing powerful tracking equipment to a small department doesn’t magically remove those human weaknesses. It may simply give them a computer screen and a search bar.

Small Towns Are Starting to Say No

Thankfully, some communities are beginning to ask harder questions.

Windsor, Connecticut, voted 8–1 to shut down its Flock cameras after a resident’s public-records request showed that the system had reportedly been searched about 590,000 times in only nine weeks, according to NBC Connecticut.

That number is hard to brush aside.

Over in West Virginia, Barboursville Mayor Chris Tatum said his village wouldn’t be joining the experiment because of unanswered constitutional questions. His police chief reportedly echoed the concern, saying residents shouldn’t have to choose between safety and freedom.

That’s the right question—not whether the technology can occasionally help catch a thief, but what kind of power is being built around ordinary people in the process.

Then there’s Illinois.

A state audit reportedly found that U.S. Customs and Border Protection had gained access to license-plate data in direct violation of state law. The discovery pushed Flock to pause its federal pilot program nationwide, according to Capitol News Illinois.

That example exposes the heart of the problem. A local community may approve cameras for one limited purpose, only to discover later that the information traveled far beyond the county line.

Once the data leaves the farm, you may never get it back in the barn.

A Town Wallpapered With Cameras

That brings us to Utah, where the Flock network is supposedly thick enough to catch almost anything moving on four wheels.

Take Orem.

Local residents have described the town as covered from one side to the other, with cameras positioned along the main roads in and out and scattered across the streets in between. A person can hardly make a grocery run, visit campus, or leave town without passing through at least one electronic checkpoint.

A rough map of the area reportedly shows more than 100 cameras clustered near the interstate alone. Dozens more appear to circle Utah Valley University and crowd the highway corridor so heavily that the coverage practically glows on the screen.

Orem police have used the technology before.

In one case, officers reportedly relied on Flock to identify the owner of a blue motorcycle who sped away after a reckless-driving stop in 2025, according to KSL. That’s exactly the kind of case officials point to when defending the system.

Just down the road, Provo police reportedly conducted 152 Flock searches during a nine-month period spanning 2023 and 2024. According to BYU’s student newspaper, those searches involved 23 vehicle-theft cases, three sexual-assault cases, three weapons cases, and two domestic-violence cases.

Both police departments were listed as active, publicly funded participants in Utah’s statewide Flock network well before Charlie Kirk was shot and killed at Utah Valley University on September 10, 2025. Provo alone reportedly budgeted around $75,000 for the system that year, making it the second-highest municipal spender on the technology in Utah.

The net was already hanging over the road.

So why didn’t it catch the fish everyone was looking for?

The High-Profile Case With Zero Flock Footage

When Tyler Robinson’s preliminary hearing began in July, plenty of observers expected prosecutors to present a neat line of automated plate hits tracking his alleged four-hour drive along Interstate 15 to Orem and back to Washington, Utah.

Given the amount of surveillance equipment along that route, the government should have been able to lay out the journey camera by camera. A timestamp here. A plate hit there. A clean electronic trail stretching from southern Utah to the university and then back again.

That isn’t what appeared at the hearing.

Instead, the case reportedly leaned on doorbell-camera recordings, university surveillance footage, DNA evidence, and an old-fashioned hunch from a Spanish Fork police officer. According to testimony covered by Deseret News, that officer thought something looked wrong and wrote down Robinson’s plate number by hand several hours after the shooting.

A pencil-and-paper instinct apparently did what the multimillion-dollar surveillance network did not.

Not one automated Flock alert reportedly appeared during the hearing.

In a Sea of Cameras, the Missing Picture Stands Out

For a state so heavily covered by license-plate readers, that gap is hard to ignore. It’s also exactly the sort of gap a sharp defense attorney may seize upon.

If this system was built to catch murder suspects crossing the state in the middle of the night, this would seem like the case designed to prove its value. Prosecutors could have shown plate hits appearing every few minutes, traced the car into Orem, placed it near campus, and documented the return trip south.

Instead, the public saw grainy doorbell footage and a timeline assembled after the fact.

That doesn’t prove the government has the wrong man. Nor does it prove the cameras failed, the footage was hidden, or investigators ignored it. It does, however, leave a large and obvious question sitting in the middle of the road.

Where are the Flock records?

Maybe the cameras didn’t capture the vehicle. Maybe the information wasn’t retained. Maybe investigators failed to request it in time. Maybe the relevant agencies couldn’t locate the records, or prosecutors simply decided not to introduce them during that stage of the case.

At this point, we don’t know.

But the absence is loud.

A defense lawyer could stand before a jury and ask a painfully simple question: In a town covered with cameras, where is the automated photograph placing this particular vehicle near the scene?

That question doesn’t require a conspiracy theory. It doesn’t even require an accusation. It merely points at the empty space where the public was led to expect a digital trail.

Everywhere for Ordinary People—Missing When It Matters

That’s the contradiction rural Americans should understand.

These cameras are powerful enough to record ordinary drivers going to work, buying groceries, attending church, visiting relatives, and heading home at night. Police officers have allegedly found enough information in these databases to search for girlfriends, former partners, and other women more than 100 times.

Yet when the country turns its attention to a major murder case in one of the most heavily monitored areas in Utah, the promised electronic trail is nowhere to be seen.

The cameras are everywhere.

Somehow, the evidence isn’t.

Maybe there’s an innocent explanation. But until somebody provides it, people have every right to ask why a system capable of following harmless citizens down a country road apparently had so little to say about a suspect crossing a heavily monitored state.

Walk Your Own Digital Fence Line

So, what is a homesteader supposed to do?

Start by finding out whether your county, town, sheriff’s department, or homeowners’ association has a contract with Flock. Ask when the cameras were installed, who approved them, where they’re located, and how the project is being paid for.

Then ask the questions officials don’t always volunteer to answer. Who can search the system? What justification must an officer enter? How long are the records retained? Can another department, federal agency, or private organization gain access?

Most importantly, ask whether the public can inspect meaningful audit logs.

You can also turn off Bluetooth when you aren’t using it, especially if newer roadside sensors are being built to detect signals from phones and wearable devices. That won’t make you invisible, but there’s no sense leaving every electronic gate hanging wide open.

Finally, pay attention to those little solar panels beside the road. Learn what they look like, read local meeting minutes, file public-records requests when necessary, and make your elected officials explain the tradeoffs in plain English.

Living off-grid was never merely about solar panels, woodstoves, gardens, or getting farther away from town. It was about self-reliance, local accountability, and keeping your family’s business from becoming everybody else’s property.

These days, that means watching the road as closely as the road watches you.
