Gov. Jan Brewer has signed a bill creating a state militia that she could deploy at any time, and for any reason.
The bill, SB1495, creates a volunteer state militia, separate and apart from the National Guard.
Rep. Jack Harper, R-Surprise, who sponsored a near identical House bill, said this type of legislation couldn’t have come at a better time.
Harper, who has previously said the governor would not be required to establish a state militia and who called the new state guard a “safety net” for the governor, said he thinks Gov. Brewer should call a militia to action right away…

This article is from 2011. The bill amended A.R.S. 26-122 to add “…the state guard when organized…” Andy Tobin killed a subsequent bill SB 1083 which would have formed a “guard” in committee.
Actually, he might have done Arizona a favor. The problem is the mentality of the legislature was to try to incorporate the program into the “militia” and “National Guard” instead of creating a separate Arizona Defense Force iaw 32 USC Sec. 109.
A unit should be formed as the Arizona State Defense Force or Arizona Defense Force with its own separate chapter of A.R.S. Title 26.
What will happen when the US government uses an army of private contractors, who have no loyalty to a country, peoples, or constitution; to take control of this country by force? These contractors are only loyal to money and they are very well trained killers. Many were in the special forces, not only US special forces but military agencies from around the world.
