Mick Mulvaney on the Iran Deal

I have the Iranian nuclear agreement and have started going through it. However, several folks have reached out to me to ask “what happens next.” So, here is how I understand the Congressional input will work:
•Congress has 60 calendar days to review the agreement.
•The President CANNOT unilaterally give Iran any new sanctions relief during that period (he can expand some of the relief he previously gave under an earlier agreement, though.)
•Before the 60 days is up, Congress may agree to a joint resolution of disapproval stating that Congress “does not favor the agreement.” The resolution would be subject to regular procedures in each chamber (i.e.: Senate filibuster) and would also be subject to presidential veto. A veto would be subject to an override vote.
•If Congress fails to pass a disapproval, or passes one that cannot overcome a veto, the agreement goes into full force and effect.
•If Congress passes a disapproval that is either accepted by the President, or that overcomes a Presidential veto, all sanctions relief for Iran would cease. The resolution would not invalidate the agreement itself but would affect only the possibility of presidential sanctions relief to Iran; nevertheless, precluding the President from providing such relief would almost certainly result in a dissolution of the agreement by Iran.
