‘Low Hire, Low Fire, Low Inspire’: Claims Hit 57 Year Lows, Sentiment Still Sucks, And Payrolls Are Next

‘Low Hire, Low Fire, Low Inspire’: Claims Hit 57 Year Lows, Sentiment Still Sucks, And Payrolls Are Next

Another week, another print showing that American employers still refuse to fire anyone in any meaningful numbers.

Initial jobless claims remain parked near multi-decade lows, plunging to 189k this week (after recent weeks in the mid-to-high 190,000s), confirming that the ‘low fire’ half of the current labor market is intact.  Last week’s print is officially the lowest since 1969…

And Continuing claims are holding around 1.7 million Americans…

Layoffs simply are not happening at scale.

That is the good news, such as it is.

The less comforting half is the ‘low hire’ reality that has now persisted for roughly three years. September JOLTS showed openings rebounding to 7.52 million and the openings rate at 4.5 percent, yet the hires rate stayed stuck at 3.4 percent with roughly 5.4 million hires. Net payroll growth has averaged in the low-to-mid tens of thousands for most of 2026. Companies are holding onto the workers they already have, posting some vacancies, and then mostly not filling them. Churn is low, mobility is limited, and the labor market has lost the dynamism that used to define expansions.

Which brings us to the ‘low inspire’ part that the hard data refuse to capture. University of Michigan sentiment closed October at 48.0 – flat, still near historical lows, and dominated by purchasing-power complaints, elevated inflation expectations (year-ahead ~4.7 percent), and a sense that higher rates and sticky prices have permanently eroded real incomes. The Conference Board’s confidence index managed a rebound to 91.7 in October on the back of cheaper gasoline and better present-situation readings, but the expectations component remains soft (72.6) and well below the levels that historically signaled healthy forward momentum. People still have jobs. They just do not feel particularly good about any of it.

This is the strange equilibrium the economy has settled into: resilient enough that mass layoffs have not materialized and recession odds from the employment side stay contained, yet weak enough on hiring and confidence that there is little acceleration. It is a labor market that supports the soft-landing narrative on paper while delivering almost none of the broad-based enthusiasm or wage-and-spending vigor that used to accompany ‘full employment.’

Tomorrow’s payrolls report will be read against exactly this backdrop. A number in the 50–80k range (or even a modest upside surprise) will be spun as ‘resilient’ and consistent with the low-fire claims data. A soft print will be explained away as noise or as further evidence of the low-hire regime rather than the start of something worse.

Either way, the deeper tension remains: hard data keep saying the floor is still solid, soft data keep saying almost no one is inspired by the view from that floor. Markets will trade the headline.

The real story is the one that has not changed in months – low hire, low fire, and still very little inspire.
