Remote driving from overseas faces ban in England and Wales
The technology allows for vehicles to be controlled remotely, potentially in public spaces. There is currently no UK law for a driver to be in the vehicle they are controlling.
The commission said “difficulties in enforcement” meant remote driving from overseas should be prohibited “until appropriate international agreements are in place”.
It told ministers that remote driving in public should be allowed only if companies obtained special permissions.
The review also stated that a remote driver should be responsible for their actions in the same way as someone sitting behind the wheel of a vehicle, but there should be no liability for faults beyond their control, such as connectivity failures.

The FBI and law enforcement agencies are investigating a vehicle explosion at the Rainbow Bridge, an international bridge connecting the US and Canada.
The cause of the explosion is not clear yet but images have come out of the explosion showing debris and fire near the international bridge.
Two people in the vehicle that exploded at the Rainbow Bridge crossing have been declared dead, a law enforcement official told the Associated Press.
New York governor Kathy Hochul told a press conference that “there is no sign of terrorist activity with respect to this crash”. She said investigators had “identified that this is a local individual, a western New Yorker”. The investigation is still developing. She added: “The world is watching to find out what’s happening here”, citing “high stress” around the Israel-Hamas war. “Based on the preliminary investigation there’s no sign of terrorist” activity in the crash, Hochul said.
The White House has been briefed on the explosion and is monitoring the situation. Canadian prime minister Justin Trudeau has also been briefed and is monitoring it.
NEW Toronto police announced that it will be increasing direct patrols of uniformed officers throughout the city following the vehicle explosion at Rainbow Bridge. But while the bridge remained closed, three other border crossings have been reopened.
International arrivals and departures have been halted at the Buffalo Niagara international airport, the Federal Aviation Authority was reported as saying.
New York police have said they are sending officers to help local forces with the situation on the ground.
A witness that saw the crash said the vehicle involved looked like it was traveling “over 100 miles an hour”.
