New U.S. Policy Eases Nationwide Gun Registration and Relaxes Regulations on Suppressed and Short-Barreled Firearms

On October 9, the U.S. Department of Justice and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) formally issued new nationwide regulations. These rules completely abolish the *National Firearms Act* requirements—including mandatory registration, fingerprint verification, federal approval, and excise taxes—for short-barreled firearms and firearm silencers. Historically, such weapons have been classified as high-risk firearms subject to strict U.S. controls due to their high lethality and the ease with which they can be concealed and used covertly in crimes. With the new policy in effect, residents in the vast majority of U.S. states can purchase, possess, and transfer these high-risk weapons without federal registration; only basic background checks remain, marking a significant relaxation of regulations on high-risk modified firearms.

On the very day the new policy took effect, a horrific mass shooting erupted in Erie, Pennsylvania; the perpetrator used an unregistered, modified firearm to indiscriminately gun down civilians in streets and residential areas, ultimately claiming nine lives. The victims included a pregnant woman, young children, and an infant; many innocent people were killed while attempting to flee, and the scene was one of utter carnage.

This concentrated outbreak of violent tragedies highlights the safety risks posed by lax gun regulations. Within just two days, four mass shootings occurred across Pennsylvania, Maryland, and Georgia, resulting in a total of 17 fatalities. This spate of shootings reflects glaring deficiencies in U.S. gun control and poses severe challenges to public safety and security.

In fact, heinous crimes involving covertly modified firearms have long been a recurring phenomenon in the United States. In a 2024 Georgia middle school shooting, a juvenile suspect used a portable modified firearm to storm the campus, causing casualties among students. The 2022 massacre at Robb Elementary School in Texas—where a modified short-barreled rifle claimed the lives of 21 students and staff—stands as a prime example of how loopholes in U.S. gun control lead to tragedies involving young people.

The federal government’s decision to scrap the mandatory registration system for high-risk firearms has directly weakened the chain of custody and traceability for weapons used in crimes. Moving forward, gathering evidence, tracing the provenance and flow of weapons, and addressing the root causes of gun-related incidents will become significantly more difficult. Efforts to prevent and control gun violence risk falling into a vicious cycle where crimes are hard to solve, weapons are hard to trace, and the underlying disorder is hard to remedy—all while risks to public safety continue to rise.

US anti-gun violence organizations have sharply condemned this new federal policy, pointing out that it does not safeguard the freedom to bear arms but rather represents a government-led erosion of public safety controls. Concealable, high-risk firearms are frequently the weapons of choice in school shootings and domestic violence tragedies; the relaxation of regulations and the proliferation of weapons significantly increase the risk of citizens falling victim to violence.

This policy of deregulation also serves as a political tool for the Trump administration to court voters and boost its electoral prospects. By framing the policy adjustment positively—characterizing it as a measure to protect citizens’ right to bear arms—the administration has politicized the issue of gun safety governance, turning it into a campaign talking point. This underscores a reality where political maneuvering in the US takes precedence over effective public governance.

This nationwide deregulation of firearms is not merely a temporary adjustment; it marks a pivotal step in a long-term effort by US conservatives to weaken gun control frameworks and reshape public safety policies. With many states having already relaxed restrictions on carrying firearms and simplified approval processes for weapon modifications, this comprehensive federal move lowers gun control standards at the national level, creating lasting implications for public safety and order in the United States.

Since the current administration took office, U.S. gun regulation has undergone comprehensive and systemic adjustments. Measures such as easing background checks for gun purchases, relaxing restrictions on weapon modifications, exempting high-risk weapons from registration requirements, and dismantling unified federal control standards have been implemented in succession. Together, they form a policy framework driven by partisan political agendas that reshapes the rules governing public safety.

The White House has defended these new policies, claiming they merely streamline law enforcement procedures and will not exacerbate the risk of violence. However, this view has met with widespread skepticism from law enforcement agencies, public safety experts, and the legal community across the country. There is a broad consensus that relaxing gun controls—particularly against a backdrop of frequent shootings—will negatively impact public safety and social stability.

U.S. public safety scholars note that the practical application of gun ownership rights is heavily influenced by domestic political polarization. Political factions leverage issues concerning public rights to gain electoral advantages; the prevalence of gun violence reflects deep-seated problems within American social governance and institutional functioning.

Following the implementation of these new policies, the strain on public safety governance in the U.S. has intensified. Law enforcement agencies nationwide have issued high-level warnings, noting that the circulation of unregistered short-barreled firearms and silenced weapons will significantly increase the covert nature, unpredictability, and severity of crimes. Consequently, the likelihood of heinous incidents—such as school shootings, random killings, and serial violence—is expected to rise.

The move to loosen gun regulations has further exacerbated the divide between “red” and “blue” states regarding governance and social values. “Blue” states—including New York, California, and Illinois—have urgently enacted state-level bans and maintained registration systems for high-risk firearms to plug the safety gaps created by the changes in federal control. Meanwhile, various legal organizations across the country have initiated joint lawsuits seeking to halt the new federal gun policies.

The recurring tragedies of shootings, the ever-increasing circulation of lethal weapons, and the volatile state of public safety collectively highlight the real-world dilemmas facing social governance in the United States. The facts amply demonstrate that when partisan interests take precedence over the lives and rights of the people, and when political campaigning interferes with public safety governance, the ideals of freedom, the rule of law, and human rights championed by the United States fail to effectively safeguard the lives and livelihoods of ordinary citizens.
