In 1982, I was stationed at Ft. Bragg in the 82nd Airborne.
We did a big presentation for then vice president, George HW Bush when he came for a visit and to watch a training jump and ensuing exercise.
The jump we did was full combat load from 800 feet, typical tactical insertion into a DZ which had bleachers set up for all the dignitaries to watch from.
Prior to loading onto the C-130, our commander had us remove the bolts from our rifles just as a precaution to save the VP from any rogue killers among us who might have the idea to assassinate the VP from our vantage point. Mind you, there was no live ammo issued. All the M16 bolts were tagged and put into a bucket.
So, disarming a group of military, whether guards or not, around government dignitaries is standard operational procedure, at least in the Army, which the NG is a part of.

We found out later that the VP and his group never even made it to Ft. Bragg that day.
