Dioxins are going to react with something and become de-halogenated eventually. There is only so much per volume with everything else that is a burn product, otherwise every house fire would kill everybody in the world. I’m not sure if there was a better solution once it spilled, if they didn’t have tanker trucks or a way to contain it, it was all going straight into the groundwater. Then there are so many coindidences that don’t pass the conspiracy theorist’s sniff test like the movie, the fact that some actors in the movie are from East Palestine, the selection of a town called Palestine, the coindicence of that exact town eacting digital medical IDs a week before the “spill”, the unlikely way that 20 train cars piled up like they were going at a high rate of speed through a town where they would have been going slow, and several more.
