9x-21 exists because several countries restrict civilian ownership of military-caliber 9×19 ammunition. Israel Military Industries lengthened the case two millimeters in the 1980s to produce a legally distinct round with near-identical performance — a regulatory answer as much as a ballistic one.

Make major power factor

9x18mm was sized in 1951 to be the most powerful round a simple blowback pistol could handle reliably. That constraint, not a power target, set its dimensions.
