Romania Animal Rescue Provides New “Kindness Patrol” to Best Serve Romania’s Most Overlooked Dog and Cat Populations

LIVERMORE, Calif. – Romania Animal Rescue (RAR) announces the organized launch of its “Kindness Patrol Program.” This latest initiative from the well-known animal welfare advocate provides essential veterinary care and population-control services across rural communities in Romania. Unlike other RAR goals, the Kindness Patrol Program is more about active engagement with the animal population. Committing to a five-day-a-week patrol schedule helps target impoverished areas where residents lack the resources to control their local dog and cat populations.

Lead veterinarian and Romania Animal Rescue Medical Director Dr. Aurelian Stefan has made significant contributions to the global initiative aimed at humane pet population control and is working on the “Kindness Patrol Program.” He will be running in the San Francisco Marathon on July 26th, 2026 to help raise funds for Romania Animal Rescue. “We wanted to reach those areas where ‘invisible’ animals suffer far from public view,” says President and CEO of Romania Animal Rescue Nancy Janes. “As part of this new program, we’re partnering with local community members to set up direct response sites and being on the ground daily to better record and treat the most critical cases before they become tragedies.”

The Kindness Patrol brings crucial veterinary services to isolated, rural regions. It combines the rapid response needed to directly impact the animal population with humane rescue, treatment, sterilization and preventive care, even where the current infrastructure is limited or nonexistent. The spays and neuters are often accompanied by a necessary surgery or medical treatment for illness, injuries, disease and other health conditions. For 23 years, RAR has worked to address Romania’s animal crisis. It has provided over 155,000 spay and neuter surgeries, supported homeless animal treatment and food initiatives and provided veterinary education to train more professionals in the region. The difference with the Kindness Patrol Program is that the services and support come to the community rather than from traditional shelter-based models.

RAR trains both local and international vets on highly skilled spay/neuter techniques. More than 500 veterinarians have attended the Veterinary Training Camp program located at Center of Hope campus near Bucharest, Romania. “The scale of the animal crisis throughout Romania requires a bit more than reactive sheltering like in other countries,” continues Janes. “We do work with international adoption partners in Holland and Sweden to help place adoptable animals, but it’s imperative to expand our outreach services for better population and parasite control locally.”

Romania continues to face a severe animal crisis, especially in those areas where overcrowded shelters or a lack of veterinary resources add pressure to an already challenging situation. That leads to an endless cycle of animal neglect, disease, injury and overpopulation, all of which RAR initiatives like the Kindness Patrol Program hope to alleviate and break. Romania Animal Rescue provides these critical veterinary services primarily through the heartfelt donations and contributions that sustain operations. The Kindness Patrol operates with donations to directly fund life-saving medications and vaccines, surgical supplies for spay/neuter procedures, specialized trapping equipment for humane rescues and fuel and transport for patrols as well as intensive care for severely ill or injured animals at the Center of Hope hospital.
