That is exactly what a Xoloitzcuintli looks like it’s a fairly rare breed. They are actually bred to be just that ugly, probably wanted to be petted and taken back home. It could have been another breed of canine with severe mange but the head structure and skin pigment matches the Xoloitzcuintli breed perfectly.
